President Obama Announces The PUSH Corps: A New Job Creation and Housing Stabilization Plan. (POSSIBLE PRESS Release IF We can get this in front of the Powers that Be)
President Obama announced today the formation of The PUSH Corps, a new job creation and housing stabilization plan that has markets around the world reacting positively. PUSH, People United To Secure Housing will be a federally funded nonprofit that will deploy teams in the hardest hit areas across the country to renovate foreclosed homes for the elderly and disabled. The plan seems to be greeted with bipartisanship.
"The artificial over supply of homes is what is causing this destabiliztion of home values effecting the wealth of millions of Americans" Commented Noted Economis John Doe. The PUSH plan will shrink the supply of homes immediately while putting unemployed Americans back to work.
BANKS AGREE
Hud and Banks that have enjoyed taxpayer bailouts, have agreed to turn over a percentage of their foreclosures to PUSH. At a banking summit, it was decided that turning over some of the free standing homes (condominiums and PUD homes are not eligible for PUSH renovation) would help stop the decline of their assets over all.
Aside from the deliine in value, the costs to the banks in upkeep, taxes and in liability has proven to be very costly. There has been a marked increase in vandalism of the foreclosed homes causing neighborhood blight and further declines. In hardest hit areas, some have been auctioned off for pennies on the dollar which is causing appraised values to decline.
COBRA BENEFITS
PUSH Corps workers will be eligible for immediate health insurance coverage under COBRA while a cost effective benefits package is put together by the PUSH organizers. .
PLANS TO SUPPLEMENT PAY
Mr Obama said that even though the workers pay would be lower than they were making before the crisis, they would be eligabie for a sign on bonus in the form of a tax credit. They would also be able to shop at military PX and/or get coupons for essentials.
AUTO COMPANIES JOIN IN
The three major US auto makers have also agreed to join in by donating 1500 trucks and vans each to support the organization. Local municalities will provide storage of the vehicles to avoid personal use and abuse.
GREEN JOBS
Push will be using recycled and other sustainable materials and high energy and alternative fuel systems to renovate the homes which was news that was well received by environmental concerns across the country. A spokesman for the EPA stated that "this plan addresses our most pressing needs, to help save the environment while reducing our dependence on foreign oil.
REALTORS CHIME IN
Although some of the homes being turned over to PUSH being listed for sale by agents across the country, a spokesman for NAR said "Housing stabilization is in the best interest of all Americans. I am sure Realtors will cooperate in every way possible." A banking spokesman said that the listing agreements were very short term and should not pose a problem in the overall plan.
HOUSING FOR THE ELDERLY AND DISABLED.
The burgeoning elderly population led by the baby boomers and their parents will be a tremendous strain on the housing and healthcare system. The renovated homes will be made handicapped accessible and will be offered to providers for the elderly and disabled at cost. Any excess will be offered as restrictive senior housing. There is also an idea by the organizers to set aside some of the homes for condition specific elder homes such as homes for elderly diabetics or alzheimers patients so that their care could be more efficient by health care workers as an alternative to nursing homes.
PART OF THE STIMULUS
Funding will be federal and will come from stage 2 of the stimulus package. Economists have called the idea timely and doable. "this is the kind of thinking we need to get this economy moving again." While the initial costs will be about 3b per year for the next 3 years, the savings in wealth of Americans who own homes in neighborhoods being greatly effected by declining real estate values is immeasureable.
SHOVEL READY FOR JOBS AND LOCAL STIMULUS
Push can be operation within weeks rather than years. "People want to work" Said a spokesman from the Labor department. Thousands of people are flooding the 800 number given out to sign up for jobs. Licensed contractors will head each team and train unskilled workers on site.
Much of the materials for the renovations will be purchased locally and workers will be spending locally which will stimulate the economy from a very basic level which is key to recovery..
EXEMPTIONS AND MORATORIUMS.
PUSH employees will be temporarily exempt from their unions. "This is a national emergency" Union President said, "we must do our part" Local municipaliies are being asked to place a moratorium on property taxes on PUSH held properties until the renovated homes are turned over to their end users.
HISTORIC AND VINTAGE HOMES
PUSH will not be jeopardizing antique homes. A liason in each PUSH Corps location will be working along side local historians to
SELF SUSTAINING
PUSH hopes to be self sustaining after the first phases. There should be an inverse growth of this organization. As the housing markets stabilize, the need for PUSH will diminish over time as all markets reach normalization and employment rates increase. "This plan is something everyone can understand and it addresses our most pressing problems. I think it's what we've all been waiting for. It may not be the entire answer but it certainly sounds like a big part of the answer."
