2) HOW PUSH WORKS
Historically, each home stimulated the economy in very basic ways from raw materials up to retailers and professionals engaged in the transfer and maintenance of the property. When the sale of homes is slowed to its current pace, the entire economy suffers because the basic stimulation is slowed creating a ripple effect throughout the economy.
The current housing crisis is accompanied by an increase in crime because the unattended foreclosed homes are encouraging vandalism and this creates neighborhood blight which further lowers property values in neighborhoods across the country exacerbating the problem.
PUSH will require federal funds and needs a mandate to use national standards for building. PUSH is highly sensitive to local issues but will need to fast track local building permits by a federal mandate but will be subject to local official inspection. Property taxes on PUSH properties should be abated until they are purchased nonprofits but local economies should benefit by the stimulus that will more than make up from the temporary abatement. Local and state governments could have rights of first refusal for the use of the greater good of the renovated properties.
Historical and architecturally significant homes will be handled sensitively and separately.
3) THE BENEFITS OF PUSH
Neighborhoods after neighborhood are being decimated by boarded up and vandalized foreclosures in some of the hardest hit cities and states. Using federal funds in a way that will create immediate job creation and economic stimulus as well as stabilizing the housing market is a targeted logical way to deal with the current problems. This entire problem began with housing and the solution begins with housing.
Aside from the obvious with rejuvenating housing and neighborhoods, wealth will return to Americans in the form of basic jobs and spending much sooner than infrastructure jobs.
PUSH is “shovel ready”. There are plenty of foreclosures already in the hands of government that can be putting people to work immediately and stop the downward spiral.
Banks are not in the real estate business but the numbers of foreclosures are threatening their positions because of the downward spiral of values.
PUSH homes will be used for the greater good. This can be done in a variety of ways. All being handicapped accessible, the properties will be used to house the elderly and disabled through local channels and models. As the economy recovers, local nonprofits can buy the properties.

how many foreclosures can we handle?
Well first, the properties should be free standing. Vacant condos or PUDs will not be suitable because of by laws that would prevent special uses for properties. Hardest hit areas are inner cities and densely populated areas are where PUSH can do the most good.
Depending on the level hanof cooperation from banks, we will be able to handle as many properties that are turned over.
There are millions of americans who are out of work and skilled tradesmen who are self employed are not working because of the stalled market. We don't see any difficulty getting these people coordinated and get them renovating and retrofitting homes.
